Ohioans Must Confront the Potential Health Care Crisis as Proposed Federal Budget Cuts Threaten Medicaid and ACA

As legislators debate a budget bill that includes nearly $1 trillion in funding reductions, per the Center on Budget and Policy Priorities, the implications for individuals with disabilities, children, and older adults could be catastrophic.  It is now more important than ever that Ohioans share our stories to protect Medicaid.

Each year, the President presents a budget for Congress, highlighting key funding priorities. Currently, the House has passed a budget bill that slashes funding for crucial health services, primarily affecting programs that support vulnerable populations. Statistics from the Ohio Department of Medicaid show that these drastic cuts could impact over 400,000 individuals directly and jeopardize the healthcare of hundreds of thousands more people, especially those who rely on Medicaid expansion under the Affordable Care Act (ACA).

Understanding Ohio’s Medicaid Landscape

An article in Ohio Capital Journal notes that about 770,000 of Ohio’s 3 million Medicaid beneficiaries are covered under the Medicaid expansion provision of the ACA, which was implemented in 2014

Furthermore, Medicaid is critical since it is often the sole insurance option for long-term care services, covering 63% of nursing home residents and 40% of non-elderly adults with disabilities, as reported by the Kaiser Family Foundation.

Impending Cuts and Their Consequences

It is essential to remember that these cuts are not just numbers on paper; they represent real people who will lose vital services, support, and healthcare. Per recent data from Disability Rights Ohio, over 100,000 individuals on home and community-based services could find themselves without the care they need to live independently.

The ramifications extend beyond just those receiving care. The direct effects of the cuts could mean that 7700,000 individuals, now benefiting from Medicaid expansion, risk losing their healthcare coverage if federal matching funds decrease by even a fraction. Additionally, Disability Rights Ohio reports that nearly 39% of Ohio direct care workers rely on Medicaid, indicating that cuts could also lead to significant job losses within the healthcare industry.

According to the Health Policy Institute of Ohio, 47% of adults who use Medicaid statewide utilize behavioral health services, and cuts to these programs could exacerbate mental health crises statewide, essentially telling one of Ohio’s most vulnerable populations that their health does not matter.
