Federal Government Shutdown and Its Impact on Disability Benefits

On October 1st, the federal government experienced a shutdown due to Congress’s failure to approve funding for Fiscal Year 2026. Consequently, numerous federal agencies and programs that depend on annual funding will be paused or face significant cuts.

Many individuals with disabilities and their families are concerned about how this shutdown will affect their benefits and services. This article aims to clarify the implications of the shutdown. The current federal government shutdown is, in many respects, unpredictable; no one knows its duration or how agencies will respond.

According to an article published by the Arc, here are the essential updates:

Social Security payments will continue.

Medicaid and Medicare coverage remain intact, though some casework may experience delays.

October SNAP benefits are expected, but a prolonged shutdown could create uncertainty for subsequent months.

 What We Know

The Social Security Administration has confirmed that payments will continue during the shutdown. However, customer service and appeal processes may experience longer wait times, based on the shutdown’s length.

Medicaid and Medicare coverage will remain operational. Core functions at the Centers for Medicare & Medicaid Services are expected to persist, but a lengthy shutdown may slow down some casework or updates.

– It’s worth noting that during the last government shutdown from December 2018 to January 2019, disability providers were unable to hire new direct support workers due to restricted access to the E-Verify system. Additionally, some rental assistance contracts for individuals with disabilities were not renewed, and furloughed parents of children with disabilities faced challenges in affording therapies, as reported by Disability Scoop.

– Supplemental Nutrition Assistance Program (SNAP) benefits for October are anticipated to be issued. However, if the shutdown extends, later payments could be delayed. The Women, Infants, and Children (WIC) program might also be affected during an extended shutdown.

HealthCare.gov (the Affordable Care Act Marketplace) will continue to operate regarding eligibility and enrollment, though outreach, education, and engagement activities may slow or pause.

– Some agencies within the Department of Health and Human Services will function with reduced staffing. Due to this, guidance, oversight, research, and enforcement may be hindered.

Civil rights enforcement will persist during the shutdown; however, some investigations or reviews may face delays due to decreased staffing.

Concerns about special education funding are also present. The U.S. Department of Education has indicated that Individuals with Disabilities Education Act funding will be disbursed to states as scheduled in October. Still, with significant furloughs occurring during the shutdown, it remains uncertain whether staff will be available to release these funds promptly.

Discretionary Programs or programs not classified as mandatory, such as those funded by the Administration for Community Living (ACL) – the majority of which assist individuals with disabilities – will likely suffer from funding losses and negative impacts due to the shutdown.
